After a stint in New York, chef Matthew Phelan has opened Novella Osteria restaurant in Powell.

“I want to be a neighborhood cafe,” claimed Phelan, who grew up in Dublin. “I want to be fully genuine. The foodstuff speaks for by itself — it’s basic, it’s rustic, it is really, seriously about procedure. That’s extremely crucial to me.”

For starters, Phelan makes all the pasta by hand, with the exception of the spaghetti. One example: slide squash cappellacci, a design and style of folded noodle hat resembles tortellini.

The squid ink “chitarra,” an instrument employed to lower the pasta thin, is tossed with rock shrimp, prosciutto and chili peppers and dusted with bread crumbs.
